Petroleum and Gas

Objective

To oversee sustainable exploitation and development of the petroleum and natural gas resources in the country.

Functions

(i)       To develop policies, plans and programs related to petroleum and natural gas resources to ensure efficient, cost effective, reliable and quality services in an environmentally friendly manner;

(ii)      To      promote      sustainable development         and    exploitation of the petroleum resources;

(iii)     To asses and analyse the impacts from accidents or disasters caused by petroleum activities in collaboration with relevant authorities;

(iv)     To attract foreign investment and technology in the petroleum industry;

(v)      To promote local participation in the petroleum industry;

(vi)     To coordinate the development of petroleum and natural gas infrastructure for security of supply;

(vii)    To oversee granting, renewing, suspending and cancelling of petroleum exploration and development licenses; and

(viii)   To conduct research and studies on petroleum resources and promote efficiency and sustainable use of petroleum resource.

This Division is will be led by a Commissioner and will comprise three (3) Sections as follows: –

(i)       Petroleum Section;

(ii)      Natural Gas Section; and

(iii)     Petroleum Development Section.

Petroleum Section

This Section will perform the following activities: –

(i)       Develop plans and programs for development of the petroleum industry to ensure efficient, cost effective, reliable and quality services in an environmentally friendly manner;

(ii)      Carry out research on petroleum and provide advice on appropriate technologies and methods necessary for proper functioning of the petroleum industry;

(iii)     Coordinate upstream and downstream activities at national and regional levels with the view of improving the energy resource base and reliable supply of petroleum products and natural gas;

(iv)     Put in place mechanisms for efficient procurement  and utilization  of the liquid petroleum products in the country and monitor and evaluate their implementation;

(v)      Facilitate value addition and value chain development in the petroleum industry;

(vi)     Prepare and implement emergency supply plan in case of disruption of supply in the country;

(vii)    To promote local participation in the petroleum industry; and

(viii)   Raise public awareness on petroleum activities and develop strategies to promote local participation and international cooperation.

This Section is will be led by an Assistant Commissioner.

Natural Gas Section

This Section will perform the following activities: –

(i)       Advise on appropriate policies and guidelines necessary for efficient utilization of natural gas resource;

(ii)      Advise on appropriate institutions in the sub-sectors for efficient delivery of natural gas services;

(iii)     Monitor and evaluate performance of the natural gas industry in relation to storage, transportation, distribution and marketing,

(iv)     Promote investment for natural gas utilization projects;

(v)      Coordinate value addition and value chain development in the petroleum industry;

(vi)     Conduct research on available local capacity in providing goods and services required in the petroleum industry and recommend appropriate measures to enhance local capacity;

(vii)    To promote local participation in the petroleum industry; and

(viii)   Inspect the implementation of natural gas projects and supervise contract compliance.

This Section is will be led by an Assistant Commissioner.

Petroleum Development Section

This Section will perform the following activities: –

(i)       Develop, monitor, evaluate implementation and review of policies and policy instruments for proper regulation and monitoring of the Petroleum upstream activities;

(ii)      Develop Gas Utilization Master Plan to guide effective and efficient use of natural gas and promote investment for natural gas utilization projects;

(iii)     Carry out studies relevant for the development of natural gas supply;

(iv)     Carryout strategic planning to enhance performance of the Petroleum sub-sectors;

(v)      Co-ordinate the review of the existing institutional arrangements for the Petroleum sub-sector to strengthen co-ordination mechanism in preparing and implementing national energy policy relating to Petroleum;

(vi)     Identify weakness and recommend necessary measures to enhance energy supply availability, reliability and affordability for improving performance of the petroleum sub-sector;

 (vii)   Carry out research on petroleum energy resources and provide a basis for making informed decisions on the future direction of the petroleum sub-sector;

(viii)   Promote and facilitate the participation of the private entities in the petroleum industry through PPP and update regulatory framework to promote fast-track investment in petroleum projects;

(ix)     Prepare and update petroleum energy information database and publish the petroleum energy bulleting and statistics; and

(x)      Collect, study, analyze statistics needed in the formulation and implementation of policies, plans and budgetary proposals.
